DFI is utilizing this Competitive Solicitation to solicit value-added bids from innovative, qualified Bidders to provide program consulting services that, at a minimum, meet or exceed any mandatory minimum specifications for the Services and the mandatory minimum performance requirements for Bidders who are awarded a Contract as set forth in Exhibit D-Contract . The Washington Saves Governing Board (“Board”) seeks a consultant to support the Washington Saves Program by providing technical and administrative consultation services. The consultant will advise on program development, regulatory compliance, procurement, and vendor selection. Key responsibilities include supporting the development of regulations, evaluating statutory changes, developing phased implementation plans, and conducting vendor performance assessments. The consultant will also monitor industry trends and provide quarterly updates on legal and regulatory developments. Additionally, the consultant will assist with Board governance and strategic oversight, offering guidance on program design, vendor changes, and programmatic issues. They will attend Board meetings, relevant industry events, and provide educational sessions and fiduciary training for Board members and the Program Manager. The consultant will work under the Program Manager's direction and provide strategic guidance to the Board as needed, while ensuring all activities are aligned with best practices and compliance requirements. Additional service requirements are on page 23 of Exhibit D – Contract in the section titled "Included Services." DFI expects a response to take a bidder around 6-8 hours to complete.
