Specifications include, but are not limited to: The purpose of this document is to provide interested vendors with information on preparing and submitting a sealed bid for the Wisconsin Works (W-2) Tester Program for the Department of Workforce Development (DWD), Division of Family Supports (DFS). The DWD/DFS contracts with local providers including counties, tribes and private agencies (hereinafter "contract agencies") to administer federal and state programs. The contract agencies for this program are those associated with the W-2 program. The DWD/DFS conducts ongoing monitoring of these contract agencies by State staff located in regional field offices in order to ensure a high quality of service to W-2 applicants and participants. The Tester Program was instituted for the first time in the 2006-2009 W-2 and Related Programs Contracts to provide, on a random and anonymous basis, a means to monitor the compliance of the contract agencies with their duties under the W-2 contract, including but not limited to initial requests for assistance, assessments, as well as program and civil rights compliance.
