Specifications include, but are not limited to: A. GRANTEEs funded under this program shall serve diverse families and levels of needs. GRANTEEs are not required to obtain eligibility criteria for individuals and families in order to provide services. B. GRANTEEs funded under this program should strive to serve hard-to-reach populations facing severe challenges and dealing with crises. C. GRANTEEs funded under this program should address a wide range of family needs and, as appropriate, connect families to other resources. D. GRANTEEs funded under this program shall build on strengths as a means of overcoming challenges and barriers. Strengthening assets or protective factors such as parental resilience, knowledge of parenting and child development, supportive social connections, concrete support in times of need and social and emotional competence brings several benefits. E.. Examples of allowable activities include, but are not limited to: 1 Services designed to increase parenting skills and support; 2 Case management and referral; 3 Early developmental screening; 4 Respite or Crisis Care; 5 Referrals to community-based services; 6 Public awareness and education activities; 7 Individual, group, and family counseling and mental health services; 8 Child abuse and neglect prevention activities; 9 Family Resource Center based activities; 10 Transportation to and from the services and activities; 11 Child care, meals, and incentives to reduce participation barriers; 12 Flexible funds to meet family’s basic needs; 13 Family access to formal and informal resources; 14 Parent engagement and leadership; and 15 State and community-based collaborations and partnerships. 16 Refugee Assistance 17 Legal Aid 18 Administrative and/or indirect costs to support GRANTEE programs and services 19 Supplies and equipment to support GRANTEE programs and services
