The Washington State Utilities and Transportation Commission (UTC), hereafter called "AGENCY,” is initiating this Request for Proposals (RFP) to solicit proposals from individuals, associations, or firms providing underground utility locating training to locators or persons interested in learning how to locate underground utilities. At a minimum, the training should focus on: 1. How locating instruments work; 2. Different types of locating instruments; 3. How to use locating instruments: a. Current; b. Receiver; and c. Transmitter. 4. Conclusion: a. Current; b. Shape; and c. Endpoint. 5. Troubleshoot techniques; 6. Outdoor learning demonstration/presentation; 7. Managing locate tickets; 8. Definitions; 9. Required knowledge test to pass for a 2-year certification; and 10. Required practical skill test to pass for a 2-year certification
