Specifications include, but are not limited to: The Apparent Successful Bidder (ASB) shall provide Information and Referral (I&R) services for persons with TBI or support network using AIRS standards. I&R services provided under RCW 74.31 shall be updated to meet the national and state standards of AIRS for I&R service(s), along with the requirements outlined in RCW 43.211. I&R functions include information giving, service referral, resource assistance, and screening to determine the needs of the person to be referred to other appropriate programs and services. The ASB shall maintain a file of I&R resources tailored and vetted to meet community needs. I&R services may range from the simple provision of requested information to helping inquirers identify their needs and providing hands on assistance with paperwork, if needed. I&R service delivery options include telephone, e-mail, and web-based or virtual options. The goal of I&R is to provide information and the opportunity to access resources, as well as to encourage individuals to solve their problems and achieve self-directed goals with a sense of confidence and empowerment. In addition, the ASB shall provide an I&R AIRS compliant system to collect data to determine call / information types, TBI support, services provided, and outcomes.
