The City of Spokane, Washington, through its Water/Hydro Department (hereinafter “City”) is initiating this Request for Qualifications (RFQu) to solicit Proposals from Firms interested in participating on a project to provide design and evaluation, for the purchase of a new transformer at Upriver Dam. This transformer joins the bulk electrical system components and needs to satisfy North American Electrical Reliability Corporation (NERC)/Western Electrical Coordinating Council (WECC) requirements. The transformer needs to function from 13.8v to 4160v and 2400v. Depending upon hydroelectric generation and pumping conditions, our current transformer steps up 2300v to 13.8kv or steps down 13.8kv to 2300v. We would like to explore the possibility of having a transformer that could provide a new well station with 4160v and connect into the current 2300v system with a transfer switch. With the new transformer, we would be able to utilize the 4160v for the future development of New Well Electric. This would give us the ability to run the existing transformer to the end of its life span, and in the event of an emergency, the new transformer could be connected into the current system.
