Specifications include, but are not limited to: The City anticipates the scope of work will require a consultant with the expertise to produce theinformation necessary for the preparation of a study of potential TDR receiving areas in the City.This market analysis will include the following tasks:·Identify potential receiving areas for study outside downtown areas evaluated in previousTDR feasibility studies. Study areas will include transit corridors, station areas andactivity centers.·Prepare Economic Feasibility Analysis to determine alternative transfer of developmentrights (TDR) receiving sites throughout the City. The focus of the study would be onwhat would make receipt of TDR from Snohomish County work in the City.·Evaluate the adequacy of existing public facilities in potential TDR receiving areas andexisting and potential changes to development regulations to determine what would makereceipt of TDR from Snohomish County work in the City.·Report findings to City staff, the City's Planning Commission and the City Council
