Specifications include, but are not limited to: The Washington State Department of Transportation’s (WSDOT’s) traffic monitoring program includes temporary traffic counts at approximately 1,000 mainline state highway and 800 ramp stations per year. This solicitation is a Request for Proposal (RFP) to support this program through the provision of traffic counting services utilizing portable, pneumatic-tube data collection methods and, in limited instances, portable Miovision optical data collection devices. Statewide data collection services are desired, but at minimum the vendor must include all of King, Snohomish, Pierce, and Thurston counties. The service shall include the tasks listed in paragraphs 1.1. through 1.5., and all the necessary work to complete those tasks, as specified by WSDOT. The number of stations will be 400-600 between August 1, 2024, and June 30, 2025 (although all 2025 data collection must be completed by April 30 unless an agreement between WSDOT and the vendor is made, in writing, that ensures all invoices are provided to WSDOT by June 30). These numbers may also be increased after the award of the contract if requested by WSDOT, and agreed to by the vendor, in writing. Data collection will be 48-hour two-axle equivalent volume, vehicle volume (when using MioVision equipment), or classified vehicle volume counts, with data provided in quarter-hour intervals. A count may require more than one data collection device depending on the location and the data type being collected. All of the following tasks are required by the WSDOT traffic data collection program to fulfill Federal Highway Administration (FHWA) requirements for coverage counts on the State’s highways.
