Specifications include, but are not limited to:. Contractor shall provide services and staff, and otherwise do all things necessary for or incidental to the performance of work, as set forth below: TASK 1: PREPARE AND MANAGE PROJECT WORK PLAN Contractor will submit a project work plan for tasks 2-4 to be negotiated with and approved by the Commercial Tobacco Prevention Program (CTPP) Contract Manager. Contractor will meet with the CTPP Contract Manager to verbally share project progress at a mutually agreed upon time at least twice per month. TASK 2: COMPOSE BASELINE POLICY REPORT Contractor will submit a report informing status quo tobacco dependence treatment protocol and policies across Washington state behavioral health agencies to the CTPP Contract Manager. The report will use quantitative and qualitative data to support recommendations for achieving the short-term objectives through a recognition program (Task 3) and outline an assessment framework for progress reporting (Task 4). This report must include relevant information about behavioral health agencies that have received SOR grant funding since July 1, 2018. TASK 3: DEVELOP AND IMPLEMENT RECOGNITION PROGRAM In collaboration with CTPP staff, Contractor will develop and implement a TFBHI recognition program for behavioral health facilities. Contractor must structure program in terms of the change ideas outlined in the CDC Million Hearts ® Tobacco Cessation Change Package. Recognition program development and implementation may include, but need not be limited to, the following activities: Soliciting program input and buy-in from leaders in the behavioral health field Identifying clear criterion for facility recognition (e.g., bronze, silver, and gold tiers) Identifying viable incentives and/or related opportunities for facilities to implement change ideas Designing program certificates (e.g., with an authority’s signature) and related materials Developing an application form with proposed tiers/requirements/incentives and relevant fields/attachments for facility leaders to complete and submit Reviewing application submissions, validating change ideas implemented Developing program promotional materials, disseminating recognition and incentive opportunities through multiple communications channels (e.g., website, email, newsletter) Collaborating with DOH on public recognition of facility- and/or agency-level achievement Considering the performance period of this contract and number of behavioral health facilities in Washington state, a program pilot with a subset of facilities (e.g., SOR grant-funded agencies) will be considered as adequate completion of this task. TASK 4: ASSESS PROGRAM IMPLEMENTATION AND REPORT PROGRESS Contractor will develop and update a database of behavioral health facilities that have implemented specific change ideas and achieved recognition levels, maintaining copies of relevant facility protocols and policies Contractor will share program progress and data with CTPP Contract Manager on a monthly basis, which will serve as the primary monthly deliverable Contractor Staff Roles and Responsibilities Serve as project lead for all tasks Facilitate communication with behavioral health agency leaders, positioning organization as the ‘face’ of the program (while acknowledging DOH sponsorship) Comply with applicable DOH communications standards Prepare draft materials/reports and review drafts with CTPP Contract Manager, adjusting deliverables as necessary Meet with CTPP Contract Manager and submit monthly reports in a timely fashion DOH Staff Roles and Responsibilities Provide Contractor with background information about tobacco dependence treatment and related work tobacco prevention in Washington state Provide Contractor with list of SOR grant-funded agencies and contact information Provide technical assistance resources for change ideas, as needed Advise Contractor on available resources for recognition program incentives/opportunities Obtain permission/authorization for signature usage of Appointed Authorities Assist with graphic design and information dissemination needs, as necessary Exhibit A BID CERTIFICATIONS AND ASSURANCES I/we make the following certifications and assurances as a required element of the bid to which it is attached, understanding that the truthfulness of the facts affirmed here and the continuing compliance with these requirements are conditions precedent to the award or continuation of the related contract(s): I/we declare that all answers and statements made in the bid are true and correct. I/we understand that the DOH will not reimburse me/us for any costs incurred in the preparation of this bid. All bids become the property of the DOH, and I/we claim no proprietary right to the ideas, writings, items, or samples, unless so stated in this proposal.
