Specifications include, but are not limited to: The Department of Social and Health Services (DSHS) contemplates awarding a sole source contract to Groundswell, Inc. to conduct an analysis and report through research and focus groups with legal system partners, regarding the ongoing demand for forensic mental health services being provided by the State of Washington and potential strategies to reduce this demand, pursuant to the Trueblood Settlement of Contempt Agreement. The Contractor will provide an assessment of the demand for competency services provided in the State of Washington by analyzing the responses gathered by OFMHS when surveying legal professionals to gain their insight regarding the demand for competency services in the State of Washington. The Contractor will also provide a national literature review that shall review best and emerging practices in competency services, programs, policies, and statutes nationally. Additionally, the Contractor shall conduct a statewide literature review of existing State of Washington program, policies, and statutes related to competency services provided to clients by OFMHS. Contractor shall develop, convene and lead multiple focus groups with survey respondents to, discuss challenges related to providing competency services and make recommendations for improvements. These activities shall result in a comprehensive report by the Contractor to be delivered to OFMHS.
