Specifications include, but are not limited to: The Washington State Department of Commerce (Commerce) is planning to contract for technicalassistance and training for Community Action Agencies in the State through June 30, 2013. The entitywith whom it intends to contract with as a sole source is the Washington State Community ActionPartnership (WSCAP).Commerce is interested in improving the ability of low income families and individuals to get social,medical, educational, housing, transportation, parenting skills, child care and early childhooddevelopment services. Washington s 30 Community Action Agencies joined together to form the WSCAPto perform these types of services. The technical assistance and training programs offered under thiscontract include the Family Development Specialist certification and recertification Results OrientedManagement and Accountability (ROMA) training and ongoing technical assistance Succession Planningtraining, board development training and activities organizational systems training, common intakesystems, financial management, human resources, as well as technical assistance on issues ofcompliance under the Community Services Block Grant reauthorization, Public Law 105-285.
