The role of a school superintendent has evolved significantly, reflecting national trends and Washington State's adoption of the Teacher and Principal Evaluation Program (TPEP). These changes emphasize leadership practices that impact student outcomes and call for professional learning systems aligned with the AWSP Leadership Framework and Washington State's 8 evaluation criteria. New superintendents must rapidly enhance their instructional leadership and district-level decision-making to succeed in increasingly complex environments. Research supports the effectiveness of sustained mentoring programs in supporting new superintendents as they navigate these responsibilities. Because Washington hires many superintendents from out of state or from districts with vastly different contexts, such as demographics and fiscal realities, these leaders require targeted, high-quality support that addresses their unique onboarding needs. This contract is intended to improve the ability of new superintendents to evaluate principals and support instructional growth. Through the implementation of the Superintendent Mentor Academy and Early Career Superintendent Academy, this contract promotes professional development using the AWSP framework and mentorship models embedded in state standards. New superintendents will benefit from this structured support as they work to lead systems of instructional improvement across Washington's school districts.
