a. Apply a racial equity and social justice lens to the development and implementation of SUD trainings, materials, and engagement, in order to address provider bias, systemic barriers, and racial inequities that Washington families and communities face. b. Co-develop and implement a Training Workplan. The plan should include the following: (1) Foundational training goals, project milestones, assumptions, and risks. (2) A timeline of key implementation activities through December 2025, to include Foundational SUD trainings that begin no later than March 2025. (3) Be integrated with other DCYF practice-based professional development, identifying who will be responsible for each activity. (4) Management of data collection and reporting as it relates to individual participants, training delivery outcomes and participant evaluations. (5) Identification of individual plan(s) or approaches for working with home visiting agencies, communities, and Tribal Nations. c. Develop scope, content, and delivery method, of Foundational SUD Trainings and related materials to cover foundational content described below and as agreed to by DCYF. The following list reflects SUD foundational learning content being sought: (1) Cultural and ethical considerations when serving families impacted by SUD (2) Introduction to Substance Use Disorders (3) ‘What You Need to Know’ about Opioids/Fentanyl/Narcan Distribution (4) Family, Child and Provider Safety in the Home (5) Resources, Referrals, Peer Support to support parent follow up (6) Supporting Families: Overdose, Suicide, Recovery (7) SUD, CPS and Child Welfare; Plans of Safe Care (POSC) (8) Introduction to Motivational Interviewing (9) Home Visitor Safety d. Assess and recommend cultural and language adaptations for pre-existing SUD related trainings. e. Prepare a final report analyzing project data and compiling lessons learned and recommendations. f. Engage in on-going coordination and communication with DCYF. This communication includes, but is not limited to, regular meetings with the DCYF contract manager and other designated DCYF staff, ongoing phone and email coordination with DCYF staff, and submission of monthly reports.
