Prepare a practical, cost efficient and effective approach to provide deliverables that at a minimum include: 1. A Subarea Master Plan with the following: a. Public participation (stakeholders as working/guiding group, communication measures, city website, Mill Creek periodicals); and b. Data-driven policies (economic, real estate, demographics, transportation, etc.), applicable comprehensive plan elements update per GMA; and c. A marketing strategy; and d. Implementation actions including a funding strategy. 2. An EIS that defines alternatives, impacts, and mitigation measures. 3. A Planned Action Ordinance that conforms with applicable provisions of SEPA and WACs. 4. An economic development strategy to encourage employment opportunities in the business park adjacent to the South Town Center.
