Specifications include, but are not limited to: Obtain an evaluation of the HEN program: The consultant will apply its experience and expertise in evaluating the program efficiency and effectiveness from legislative direction through client outcomes. The consultant will accomplish this with by reviewing all associated legislation, eligibility, program rules and guidance, meeting with staff at the Dept. of Social and Health Services, Commerce, HEN service providers, HEN recipients, landlords and analyzing data. This will also include an examination of program design and system coordination. Understand need and cost to “scale up”: The consultant will apply its experience and expertise and determine the unmet need and costs to scale up the program to assist all people who are eligible. Identify best practices, opportunities and recommendations: The consultant will use its experience and expertise to identity and describe models successfully used in similar programs and make recommendations for improvement of housing outcomes.
