Specifications include, but are not limited to: 1. PLANNING, SCHEDULING, AND COST ESTIMATING: Tasks related to planning, scheduling, and cost estimating are likely to include the following: • Facilitate internal City of Tacoma planning, policy direction, and coordination meetings for SI2. • Work with City staff to delineate appropriate roles between staff and City Council. • Workshops on delivery methods and annual inflation metrics for planning purposes. • Facilitate cost estimate activities to determine the level of maintenance and capital funding for community supported residential and arterial street improvements, bicycle, pedestrian, sidewalk, complete streets, and ADA improvements consistent with the City’s Transportation Master Plan, establishment of key accessible routes, Vision Zero implementation, etc. The project is anticipated to last approximately 104 weeks (February 2024 – February 2026). Final scoping, planning, and cost estimating would be targeted to be complete by April 2025. 2. PUBLIC OUTREACH AND CAMPAIGN: The consultant shall assist in the development, structure, and timeline for public outreach for planning purposes. The consultant shall facilitate an overall schedule that identifies the key tasks from public outreach (Chamber AGC, Labor Partners, community partners) to a Streets Initiative 2 proposal being brought to the voters. 3. PRESENTATIONS TO CITY LEADERSHIP: The consultant shall assist with presentations to City Council, as necessary and as agreed upon with City staff, to determine a feasible approach and timing to deliver to the community the desired elements of a Streets Initiative 2 bond measure. Up to four Council committee meetings and up to six stakeholder meetings are anticipated. 4. SUBMIT BOND MEASURE TO STATE OF WASHINGTON: The consultant shall be responsible for drafting and finalizing the ballot measure and ensuring appropriate dates are met to comply with State of Washington rules, regulations, and laws to secure the SI2 measure a place on the ballot in February 2026, or alternate date agreed upon by City staff and leadership. The bond measure submittal to the State of Washington would be targeted for December 2025.
