The Washington State Potato Commission (WSPC) is seeking qualified individuals or firms to provide government relations services beginning on the estimated award date of September 1, 2025, in Olympia, Washington. The selected consultants will represent WSPC on state-level legislative and regulatory issues impacting the Washington potato industry. WSPC intends to engage two state legislative consultants under separate contracts within this Competitive Solicitation. SCOPE OF SERVICES The successful contractor shall perform the following services: 1. Strategic Counseling and Issues Monitoring • Monitor and analyze legislation and regulatory actions related to the production, packing, shipping, processing, and domestic and international trade of Washington state potatoes. • Develop legislative strategies and draft bills consistent with WSPC objectives. • Assist WSPC in organizing legislative outreach, including tours, meetings, and agency visits. • Represent WSPC at hearings, meetings, and public forums. • Research regulatory and agency proposals to develop appropriate responses and represent the Commission at agency meetings or hearings. • Provide the Commission, at a minimum, a monthly report and briefings as are appropriate. • Provide the Commission, at a minimum, weekly reports and briefings during legislative session as are appropriate. • Provide the Commission with strategic and legislative guidance. 2. Coordination with WSPC Staff • Provide policy guidance to the Executive Director and Director of Governmental Affairs. • Provide advice on rulemaking, Executive Orders, and agency proposals. • Work cooperatively with WSPC-designated staff and grower representatives.
