Specifications include, but are not limited to: 6.1.1. Fixed Site Implementations – WSDOT requires Starlink High Performance Fixed Business hardware and Starlink Business Priority Data service for fixed sites. The already identified nine fixed sites will use the 250 GB data tier. 6.1.2. Mobile Implementations – WSDOT requires Starlink Flat High Performance hardware and Mobile Priority Data service for mobile field use where Starlink hardware will be affixed by WSDOT staff to a WSDOT vehicle. These five sites will use the 50 GB data tier. 6.1.3. WSDOT requires the ability to change Starlink data service plans and data tiers at any time and not be charged for additional fees outside of the agreed fees for the new plan or tier. 6.1.4. WSDOT requires the ability to pause the Mobile Priority Data service without penalty or additional service fees. 6.1.5. WSDOT shall be able to cancel existing Starlink data lines of service without penalty or additional fees. 6.1.6. WSDOT will purchase Starlink hardware upfront and maintain its ownership. 6.1.7. Original, new condition Starlink hardware kits will be delivered by Vendor to WSDOT. Substituted, refurbished, used, or non-original Starlink kit hardware will not be accepted by WSDOT. 6.1.8. Vendor shall deliver Starlink hardware within two months of contract commencement. Starlink data service will be activated by WSDOT for each implementation within three months of WSDOT receipt of Starlink hardware. 6.1.9. WSDOT requires, at minimum, 30 days to return purchased Starlink hardware and ability to cease further service charges and receive a full hardware refund should the equipment and/or service not meet WSDOT's connectivity needs (uptime of 99% or higher). 6.1.10. The selected Vendor will allow WSDOT to contract for additional Starlink hardware and Starlink lines of data service through subsequent amendments as agreed by the parties. 6.1.11. WSDOT requires Vendor have the capability to perform hardware installations at future WSDOT identified fixed sites as an option. If Vendor is chosen to install Starlink hardware at a fixed site, Vendor will need to coordinate with WSDOT as to schedule of work, location of hardware placement, and connection to WSDOT network devices will be performed by WSDOT. 6.1.12. The Vendor shall coordinate hardware delivery and/or service installations/activations as applicable with the WSDOT Network Services Manager and conduct any installation Mondays through Fridays, excluding Washington State holidays, and between the hours of 6:00 am and 6:00 p.m., Pacific Standard Time. 6.1.13. Vendor must identify all recurring, non-recurring, and data plan overage fees per implementation. 6.1.14. All sites and implementations will be under one WSDOT account and email address for WSDOT to perform centralized fleet/site management.
