Selected contractors shall provide evaluation and treatment as described herein. Additionally, the contractor shall testify in court as requested or subpoenaed, and may also provide clinical consultation as reasonably required by the workload. A. Treatment and Evaluation Services – Sexual deviancy treatment and SSODA evaluations are to be done in accordance with statutory standards and meet the minimum standards set forth in the Washington Administrative Code. Proposals for Telehealth delivery of services will be considered. a. Complete examinations of eligible youth under RCW 13.40.162 to determine suitability for participation in SSODA. The report of the examination must include, at a minimum, the following: i. The respondent’s version of the facts and the official facts of the qualifying offense. ii. The respondent’s offense history. iii. An assessment of problems in addition to alleged deviant behaviors. iv. The respondent’s social, educational, and employment situation. v. Other evaluation measures used. b. The examiner will assess and report the respondent’s amenability to treatment and relative risk to the community. A proposed treatment plan will be provided and include, at a minimum: i. The frequency and type of contact between the offender and therapist. ii. Specific issues to be addressed in treatment and description of planned treatment modalities. iii. Monitoring and safety plans, including any requirements regarding living conditions, lifestyle requirements, and monitoring by family members, legal guardians, or others. iv. Anticipated length of treatment. v. Recommended crime-related prohibitions.
