1. Assess Everett Transit’s current and future operational, staffing, and facility requirements to meet identified needs. 2. Identify optimal parcel size and layout. 3. Ensure that electric vehicles (EV), Battery Electric Buses (BEB), and diesel-hybrid bus infrastructure, maintenance, and service, which may include fueling and bus wash facility, administration, and workforce facilities, are accommodated. 4. Recommend facility and infrastructure upgrades or new construction. 5. Comparative analysis and evaluation of existing and alternative sites based on identified requirements. i. Sites to be considered include: a. The existing location, combined with the City of Everett Public Works parcels, 00439075400100; 00439075500100; and 00439075600100. b. Eastmont: 28051700201500; 28051700304900. c. Up to one additional site or combined parcels that satisfy site and program requirements. 6. Environmental and due diligence review for viable sites, including Phase I ESA.
