A. The selected operator(s) will provide staff and trained volunteers to operate a Severe Weather Shelter facility in Bellingham during the hours of operations for the duration of each Severe Weather Shelter event, or on a nightly basis if operating a Seasonal Winter Shelter for the season. Proposals that include winter day shelter options will be prioritized. B. The operator will offer an onsite manager and supervise the operation of the shelter. The site manager is the primary point of contact for public safety and emergency services and shall address day-to-day operational issues as they arise. C. On-call management is an essential function of a shelter model and will be required. D. If using a weather-responsive model, the operator will also set up and demobilize the site for each operational event, as well as daily tidying and storage of leftover items.
