The Consultant must identify and document critical application restoration and recovery priorities. to create a Business Continuity Plan (BCP) Annex to SDOT’s Continuity of Operations Plan (COOP) including all four tasks identified below. The plan will be delivered as a phase 1 draft and a phase 2 final plan. • Task 1 – Develop Division Specific Addenda for existing COOP: A separate section/chapter for each of the SDOT Divisions and Organizational Units to document their unique needs for continuance of operations. All areas should be prioritized, based on SDOT mission essential functions and a return to full operations. • Task 2 – Create Incident Response Protocols: Outline and define the roles of all SDOT personnel and project support staff involved in the planning, preparation, execution and return to service of the COOP. This must include SDOT Leadership, Communications, General Staff, Contractors/Consultants, Vendors (General and/or COOP specific), etc. • Task 3 – Develop Downtime Operations Procedures: o Offline reports and documentation. o Personnel alternatives (reassigning staff work able to perform off-line and to critical emergency functions) o Alternative communications Required hardware, software, training, policies, etc. for SDOT to communicate critical information with staff, external stakeholders and media (as necessary). • Task 4 - Identify General and Unique Resources: • Identification of all resources/equipment (stand-alone technology, consumables, etc.) for SDOT Divisions and Work Units to operate during periods of disruption to normal operations. This is primarily during partial or full loss of technology services (Data Center/Applications, Databases, Internet Access, Network Services, Power, etc.). Periods of disruption/outage may vary from a few days to several days, a week or longer depending on the type and severity of the disruption.
