The following sections describe the Consultant scope of work, responsibilities, and associated deadlines. Within the actions described above, the Consultant shall complete the following, consistent with requirements in the GMA and King County Comprehensive Plan for protection of rural character and natural resource lands: 1. Review and summarize how the rural and natural resource economy has changed since 2014, and how it is anticipated to change; 2. Review and summarize relevant policy changes adopted in the 2024 Comprehensive Plan; 3. Evaluate the housing needs for permanent and temporary farmworkers, and whether the current KCC meets those needs; 4. Evaluate tourism and economic development associated with scenic, historic, and recreational resources along the designated Washington Scenic and Recreational Highways; 5. Evaluate ways to support unique local rural- and natural resource-based businesses; 6. Provide recommendations for changes to strategies as a result of the above tasks in the form of a technical report; 7. Create materials and participate in engagement activities throughout the process.
