2. The U.S. Department of Agriculture’s Forest Service (USDA FS) Region 6 requires Road Maintenance Services for the Colville, Gifford Pinchot, Mt. Baker-Snoqualmie, Okanogan-Wenatchee, and Olympic National Forests. The USDA FS roads provide access to and within national forests and other federal lands managed by various forest programs. The majority of roads are gravel and in varying stages of condition. The intent of this Blanket Purchase Agreement (BPA) is to provide performance-based road maintenance services as outlined in Paragraph J.1 Attachment 3 – Road Maintenance Specifications. For all awarded BPA Calls, the company shall furnish the necessary personnel, material, equipment, indirect/direct costs to perform the Statement of Work/Specifications required by each BPA Call’s solicitation. The Contractor shall assume all risk, loss, damage or expense arising out of the prosecution of the work, except as otherwise provided by the government. The USDA FS intends to award no more than fifteen to twenty-five (15-25) BPAs to cover all forests’ road maintenance requirements. The base BPA will include all administrative clauses, provisions, terms, and conditions that will apply to each BPA Call as awarded by the CO.
