Specifications include, but are not limited to: conduct a study on the impacts of privileges granted by HB 1480 to businesses licensed by the Board. The study must examine relevant issues, being not limited to: Quantitative measures of impact such as liquor sales data, licensee locations, enforcement activity, hospital and other health provider visits for alcohol-related causes, underage drinking, poison control center reports, alcohol dependence treatment, alcohol-related traffic violations, and motor vehicle crash deaths or injuries; type of liquor license; location of licensed business; use of third party delivery verses staff delivery (this may be a qualitative measure depending on the data we have to support the inquiry); and Qualitative investigation of relevant impacts using methods such as key informant interviews and supplemental data collection with licensees, law enforcement, behavioral health service providers, youth prevention and intervention specialists, and revenue stakeholders; and In the selected Contractor’s discovery process there may arise additional issues that have a direct impact and influence on the data that is being requested but not specified in either part of the report. Additional data that captures alcohol harm to others (AHTO) including domestic violence and child abuse, violent crime and disorderly conduct. In the selected Contractor’s discovery process there may arise additional issues and/or data that have a direct impact and influence on the research question identified here but not specified in either part of the report. The selected Contractor may select such data if within reason, within budget, and appropriate for adding to this study and strategize the best method for collecting that data. The selected Contractor will bring these issues to the attention of the WSLCB during monthly meetings to determine if the data is within reason and appropriate for adding to this study.
