Specifications include, but are not limited to: The City of Langley, Washington, is seeking the services of qualified consultants with expertise in designing solar PV and battery energy storage systems to conduct a feasibility study, preliminary design and community outreach at several city-owned properties. The selected consultant(s) will work in coordination with local partners from Sno-Isle Libraries, and the City’s Climate Crisis Action Commission (CCAC) as well as other local recipients of the WA Dept. of Commerce Solar Plus Storage for Resilient Communities Track 1 funding. The study will position the City to apply for Track 2 funding for implementation, expected to be available in March of 2024. The proposed City of Langley-owned locations to be studied are: 1. City Hall: 112 Second Street, Langley WA 98260. City Hall was built in the 1940s and now houses the City administrative offices and the Police Station, a designated emergency communications headquarters. It is currently served by a fossil fueled generator during power outages. 2. Langley Library: 104 Second Street, Langley WA 98260. The Langley Library, adjacent to City Hall, is a 100-year-old historical site. The building is owned by the City of Langley, and operated by Sno-Isle Libraries, through an Inter Local Agreement. The Library is being remodeled and re-roofed in 2023. The Library functions as a gathering place in times of power outages and is designated as an alternative emergency communications hub in our Emergency Preparedness code.
