Specifications include, but are not limited to: The City is located about 100 miles east of Seattle on Interstate 90 in the center of Washington. The City manages a municipal electric utility with distribution facilities covering about 6.7 square miles, approximately half of all facilities are aerial and the remainder is underground. The City is a “full requirements” customer of the Bonneville Power Administration (BPA), owns and operates a 0.5 MW renewable energy park, and the electric utility has 9,644 meters. Winter peaks may reach 48MW, and annual consumption is approximately 25 aMW. 1.1.3 The current City of Ellensburg Comprehensive Plan was adopted in 2017. The population growth estimates for years 2017-2037 is 2% per year, which would increase the population of the City from 20,783 in 2015 to 32,540 in 2037. The Utilities Chapter of the Comprehensive Plan includes the policies and programs that will be in effect during the next 20-years. 1.1.4 The Energy Services Department is responsible for operating and maintaining the electric utility, natural gas utility, telecommunications utility, and provides City-wide information technology support services.
