Specifications include, but are not limited to: 1. Facilitate a Joint-Planning Roadmap with Stakeholders. a. The consultant will host multiple meetings with representatives of the PUD, the Clallam County Broadband Action Team (BAT), and interested ISPs to refine strategic planning project objectives, scope of work, and deliverables. b. This task will include the development of a published work-plan and timeline. 2. Conduct a Needs Assessment. a. Map broadband speed throughout Clallam County, including: i. Non-served and underserved households broken down by jurisdiction; ii. Served home delivered speeds by provider; and iii. Capacity of existing subscribers. (Are services oversubscribed?) 3. Review Applicable and Existing Broadband Models: a. Identify other mostly rural counties with successful broadband networks; b. Document economic benefits of successful broadband models; and c. Review technological models: underground or overhead fiber, wireless, 5G, or satellite. 4. Identification of Current Assets and Mapping. a. Identify and prepare composite maps for the existing infrastructure in Clallam County including fiber, cable, DSL, and towers; b. Identify infrastructure gaps based on GIS mapping to illustrate the gaps; and c. Identify Anchor Institutions (AI) and businesses. 5. Business Modeling. a. Recommend a preferred business model or models for Clallam County PUD, whether wholesale or retail; b. Prepare cost estimates to serve under and non-served, including private and public sector delivery; c. Develop a phased construction and implementation plan; and d. Develop a management plan.
