The Washington State Department of Licensing (DOL) is seeking responses to this Request for Information (RFI) from qualified firms to enhance the administration of cosmetology test services. DOL currently oversees the licensure process for various cosmetology disciplines, including cosmetologist, hair designer, barber, manicurist, esthetician, master esthetician, and instructor examinations. To support this process, the DOL administers both computer-based written examinations and practical assessments in collaboration with the National Interstate Council of State Boards of Cosmetology (NIC). In recent years, the volume of examinations has been significant, with approximately 4,596 candidates undertaking computer-based written tests and around 3,768 candidates completing practical examinations annually. This substantial volume underscores the need for an efficient and responsive test administration system. DOL is keenly aware of the logistical challenges associated with providing testing across three locations statewide. Pain points include limited testing spots, the need for more proctors, and the necessity for regular communication and reminders to licensees about testing dates and requirements. As such, DOL is exploring innovative solutions to alleviate these barriers and improve the testing experience for all candidates. By responding to this RFI, prospective firms can provide valuable insight towards the enhancement of cosmetology licensure services in Washington State and support the DOL's mission of ensuring public safety and professional standards in the cosmetology industry.
