The purpose of this study is to review transit-oriented development conditions in cities in Clark, King, Pierce, Snohomish and Spokane counties that (i) have populations of more than 12,500; and (ii) have at least one major transit stop, as defined in RCW 36.70A.030. The review must • look at any comprehensive plans, housing-focused local tax and fee programs, and development regulations required to be adopted on or before December 31, 2024, for the 30 cities that meet the specifications described above. • allow for comparison on a city-by-city basis. • include examples of local and national best practices for developing affordable housing and workforce housing near transit. • include a report with recommendations for state-level policy to expand housing and mixed-use transit oriented development in Washington state, in a manner that minimizes displacement of existing communities and ensures housing near transit remains affordable to low-income Washingtonians.
