The WA Department of Fish and Wildlife contemplates awarding a sole source contract to Tebb & Associates, LLC for facilitation services for the Skagit Tide Gate Dispute Resolution project. In 1999, the National Marine Fisheries Service (NMFS) listed Chinook salmon in the Puget Sound region as Threatened under the Endangered Species Act (ESA), thereafter working with the Washington Department of Fish and Wildlife (WDFW), Swinomish and Sauk-Suiattle Tribes to develop a watershed-specific recovery plan. The Skagit Chinook Recovery Plan (SCRP), finalized in 2005, is focused on protection of existing habitat, and identifies, among other things, a lack of estuary habitat at the mouth of the Skagit River as a limiting factor in the recovery of the Skagit Chinook. The legislature, acting through the Skagit Budget Proviso have provided funds to: 1) Develop a path forward to provide the Districts with timely and predictable authorization to repair and replace critical drainage infrastructure; and 2) collaboratively advance estuary restoration and enhancement projects to provide both high fisheries resource and climate resilience benefits in a timely manner commensurate with tidegate permits and other restoration needs.
