Under the direction of the City, carry out polling and public outreach activities concerning a Cityproposed ballot measure. The purpose of this effort is to assess community sentiment regarding the measure and to ensure the public is informed of the potential impacts on municipal services should the measure not be approved. Conduct two (2) multi-mode surveys that include a sufficient number of respondents. First Survey The consultant shall conduct the first survey in early 2026 for the purpose of assessing voter propensity. The survey findings shall be used to: • Determine the feasibility of placing the proposed sales tax measure on the November 2026 ballot; and • Guide the development of the consultant’s education and outreach strategy. Second Survey In the event the City elects to proceed with placing the measure on the November 2026 ballot, the consultant shall conduct a second survey no later than May 2026. The purpose of this survey shall be to evaluate the effectiveness of the education and outreach efforts and to measure changes in community sentiment. The results of the survey shall be utilized to refine the education and engagement strategy and to implement any necessary modifications in preparation for the November 2026 election.
