Specifications include, but are not limited to: The purpose of this RFP is to solicit proposals from qualified, experienced, financially sound and responsible consulting firms for project management services, including an on-site Project Management consultant, during the system-wide implementation of the ctcLink ERP software. The successful consulting firm must provide substantiated evidence of project management experience for Higher Education systems similar in scope and key aspects (mission, size, complexity, challenges, and overall project risks) to the 34 community and technical colleges comprising the full scope of the ctcLink project and as described in Section 2. The ctcLink Project has the need for on-site Project Management Services. Consultant firm will work under contract with the ctcLink Project to develop and track project plans, report project status, and manage issues, scope and risks. Consultant firm will assign an experienced, full-time Project Management Consultant to work under the direction of the ctcLink Project Director and provide project leadership, advise, and assist the ctcLink Project in developing and implementing plans and best practices including, but not limited to: - ERP Implementation strategies, programs and standards - Project monitoring/management tools and methodologies - Risk assessment and mitigation measures - Project Status and Compliance monitoring 4.0 Objectives and Scope of Work The scope of work to be completed by the Project Management Services consultant includes: - Establish and manage a formalized Integrated Project Delivery (IDP) approach to the ctcLink project. - Follow a stage gated, deliverable focused Project Delivery process consistent with State of Washington Project Management Guidelines and standard industry best practices. - Attend and participate in all Project Planning related meetings as necessary and will be responsible for assuring meeting minutes are produced and distributed. - Develop a Project Management Plan, including detailed project objectives and success criteria, deliverables, role/responsibilities/contact information, communication protocols, document control methodology, cost management, schedule management and quality management plans. - Develop and maintain the overall project milestone schedule, and review and verify the integration of the Systems Integrator (SI) services & deliverables, State responsibilities, requirements, and anticipated schedules. - Develop and maintain a Project Risk Management Plan throughout the project lifecycle.
