The Washington State Recreation and Conservation Office (RCO), contemplates awarding a sole source contract to the Timmons Group, Inc. to provide maintenance and development services to RCO’s customized database. RCO requires database management services to an extensive, customized agency system of modules and shared components constructed in 1995. RCO uses the system to manage all granting and contracting service functions including application intake, project review, active project management, and fiscal payments to sponsors and partners. Timmons Group, Inc. is uniquely positioned to provide these services due to their familiarity with this complex system after onboarding two years ago and having developed considerable familiarity with the system. The transition to a new vendor would result in additional costs to train a new contractor, anticipated delays in trouble shooting database issues, and could compromise the security and stability of a platform that is critical to agency business needs. The CONTRACTOR shall furnish the necessary personnel, equipment, material and/or service(s) required to provide all things necessary for or incidental to the performance of the following: • Modifications of existing modules/workbenches • Troubleshooting, updates, maintenance, and integration of GIS services • Support RCO with GIS enhancements and updates • Resolution of software problems • Development and modification of reports and system web pages • Requirement gathering, analysis, design and development of new modules • Upgrade to new third-party technologies • Server and operating system upgrades • Application maintenance and security • Database maintenance and security
