The purpose of this contract is to provide program management, owner advisor, construction management, and phased development services to King County Department of Executive Services (“County”) for over 648,000 square feet (sf) of new construction and over 558,000 sf of renovated medical facilities for the Harborview Medical Center (HMC), located in Seattle, Washington. This work is known collectively as the Harborview Bond Program (“Program”). The Program consists of approximately eight (8) projects, including new tower construction, infrastructure, interior space renovation and expansion of HMC essential support services and County services, mechanical and electrical upgrades, seismic renovation, parking and medical office building construction, early work packages and more. The total number of projects to be delivered under the Program shall be determined as the Program progresses and additional funding becomes available. The Program site preparations and facilities construction will impact the entire Harborview Medical Center (HMC) campus. Work is anticipated to include improved infrastructure, a new street, and helipad access, and is expected to extend over approximately eight (8) years while the campus remains fully operational, 24/7 throughout the duration of the work. The Consultant should be capable of providing the appropriate disciplines to meet the work requirements throughout each Program phase, including programming; validation; design; construction; commissioning; and occupancy. The Consultant shall develop the foundational documents to guide the development of the Program, including but not limited to the Program management plan; Program sequencing plans; risk analyses; project delivery method recommendations; and earned value schedules.
