The Consultant shall: 1. Review documents and information including: A. FEMA model ordinance B. Washington State model ordinance C. FFRMS D. Relevant sections of King County Code E. King County Surface Water Design Manual F. King County Strategic Climate Action Plan (SCAP) G. King County Flood Management Plan (FMP) H. King County Clean Water Healthy Habitat (CWHH) Strategic Plan 2. Prepare a flood code review memorandum summarizing: A. Where King County flood codes adopt the NFIP minimum, adopt an alternative but equivalent requirement, or exceeds the NFIP minimums. B. High-level summary of flood code approaches of other western Washington counties (Pierce, Snohomish, Kitsap, and Skagit) 3. Prepare a policy issue memorandum identifying policy issues and options for how to resolve them in code development, and how the County’s floodplain development priorities align with the SCAP, FMP, and CWHH Strategic Plan. 4. Prepare engagement materials for the County to use for external audiences. 5. Attend external engagement and tribal consultation sessions and prepare meeting notes. 6. Lead a process for the County, DNRP leadership, and Department of Local Services (DLS) leadership to decide on the policy framework for code development based on the policy issue memorandum and external engagement and tribal consultation. 7.
