• Work with County Executive’s Office to develop annual legislative agendas supporting County priorities and strategic objectives • Advise and assist in developing capital project funding strategies throughout the year • Engage with state legislators, state agencies, and key legislative staff, such as budget writers and committee staff, regarding County funding and policy priorities • Arrange meetings with state legislators and their staff and well as state agency officials throughout the year, including an annual legislative kickoff event • Communicate County interests in meetings with state legislators and agency staff • Monitor, identify, and prioritize legislative and regulatory challenges and opportunities which may impact the County • Monitor and/or participate in Olympia-based legislative coalition meetings, including Washington State Association of Counties, behavioral health advocacy groups, etc. • Provide additional specialized assistance on state-level advocacy with regard to behavioral health challenges (mental health, substance abuse disorder, etc.), in addition to regular county lobbying priorities • Identify opportunities for County leadership to provide written or oral testimony and develop relevant talking points and testimony draft • Advise and assist on the development of draft legislative language and amendments, including selecting bill sponsors • Coordinate with County staff on bill analysis • Support County staff with written materials (one pagers, letters of support) related to priority issues • Attend legislative hearings and testify on behalf of the County if needed • Track and provide via email regular updates on key legislative issues and requests • Regularly communicate with County representatives in person or by phone throughout the legislative session and legislative interim • Provide legislative updates to the County Council as requested • Other tasks may be added upon discussion with the successful respondents
