Specifications include, but are not limited to: 1. Project administration and coordination, including task force member coordination 2. Meeting facilitation, including: a. Preparing and leading presentations and discussions b. Meeting agendas and meeting summaries c. Meeting logistics including meeting invites, member coordination, and remote meeting access d. Coordination of presenters and presentation materials e. Coordination with project partners as needed f. Compliance with Whatcom County Code Chapter 2.170 Forest Resilience Task Force, and the Open Public Meetings Act (Chapter 42.30 RCW) 3. Plan development, including: a. Data gathering b. Identify areas of interest c. Review of relevant county policies, programs, organizational structure, and staff capacity d. Draft concepts for task force review e. Revisions to concepts based on task force guidance 4. Stakeholder and public engagement, including surveys and other outreach methods and tools: a. Input from diverse experts, stakeholders, and community membersincluding but not limited to the U.S. Forest Service, WA Department of Natural Resources, Lummi Nation, Nooksack Indian Tribe, Whatcom Land Trust, timber businesses, local non-profit and advocacy organizations, and County advisory groups such as the Forest Advisory Committee, Climate Impact Advisory Committee, Wildlife Advisory Committee, Planning Commission, and Parks and Recreation Commission b. Identification of community values and desired outcomes to inform forest management plans for publicly owned forest lands 5. Final plan document, including: a. Executive summary b. Methodology, describing details of plan development and stakeholder participation c. Inventory of forest assets (e.g., ownership, general description) d. List of policy documents affecting all forestry assets, not only those under county control, and summary of key guidance e. Framework and approach for future collaboration f. Recommendations detailing policies, leaders, timelines, and costs 6. Presentations to the Task Force, County Council, County Executive, and other stakeholders as needed with a focus on providing progress updates and presenting on a draft and final plan.
