Specifications include, but are not limited to: The Washington State Health Care Authority, hereafter called “HCA,” is initiating this Request for Proposals (RFP) to solicit Proposals from firms interested in participating in a project to establish a pro-bono counseling and behavioral health services program. Contractor will also establish alternative funding sources to maintain the program following the end of the grant period. Contractor will provide access and services to uninsured individuals with incomes below 300 percent of the federal poverty level. The intent of the program is to promote health equity and improve the ability of all individuals in Washington state, regardless of financial situation or insurance coverage, to access behavioral health care.
