The Consultant shall: 1. Provide Ecology grant administration services to meet requirements, including: A. Maintenance of project records. B. Quarterly progress reports in a format aligning with Progress Report and Payment Requests in Ecology's Administration of Grants and Loans (EAGL) system. These will be due no later than 15 days after the end of each quarter. C. Recipient closeout report, including project accomplishments, challenges, and other relevant project information. D. The County will lead coordination with Ecology and submit deliverables in EAGL. The Consultant shall: 1. Review documents and information including: A. Washington State CBP3 Guidebook for Municipal Stormwater Managers B. Stormwater Management for Existing Development minimum performance measures for Phase I and Phase II municipal stormwater permittees C. Local, regional, and state laws, as well as any other barriers that could impact the feasibility of multi-jurisdictional collaboration using a CBP3 contract for stormwater retrofits. Identify potential legal and regulatory obstacles that may hinder the success of a CBP3 contract. 2. Create an analysis report of potential legal and regulatory challenges that may affect the successful implementation of the contract to be included in the findings summary report. DELIVERABLES: 1. Analysis report. The Consultant shall: 1. Develop interview questions intended to assess municipal permittee interest in participating in a CBP3 contract for stormwater retrofit projects and gather insights into the types of stormwater management for existing development (SMED) activities that jurisdictions are interested in contracting out to external service providers. 2.
