Please note: This is a Sole Source Notification. GBI is a new and unique program in the state that no other existing contractor would be qualified to administer. In 2021 through 2022, The United Way of Pierce County (UWPC) – in partnership with the City of Tacoma, Mayors for a Guaranteed Income, and the University of Pennsylvania, administered a successful GBI pilot program that provided service to 110 Tacoma ALICE (Asset-Limited, Income-Constrained, Employed) households. UWPC is the only non-profit contractor in Pierce County administering the basic income demonstration project in Tacoma. Because of this, UWPC is the only contractor with the existing business capacity, qualifications and program expertise who can utilize the new proviso dollars from SB 5187 and expand the GBI program to include more participants with different demographics, and allow for potential changes in the administrative approach.
