Specifications include, but are not limited to: The OJCR is seeking experienced personnel investigators with in-depth knowledge of all current civil rights statutes and related Washington State and Federal laws, to include Title VII of the Civil Rights Act of 1964, the Age Discrimination in Employment Act of 1967 and the Americans with Disabilities Act of 1990, as well as all applicable Washington State Civil Rights laws. The successful Bidder will provide thorough, fair, timely and complete investigative services to the OJCR IU on an as needed, case by case basis. Such services shall include all aspects of investigating claims of civil rights and other violations, including but not limited to: Reviewing Complainant allegations and appropriate DSHS records including but not limited to DSHS policies and practices, collective bargaining agreements, etc.; Developing of all sources of evidence and conduct evidence and document review; Utilizing investigatory experience and knowledge of federal, state and local civil rights laws as well as DSHS policies to guide and develop witness interview questions; Interviewing witnesses with the ability to implement trauma informed interviewing techniques as needed; Assessing all evidence gathered in an organized and thorough fashion and then articulating well reasoned and evidentiarily supported analysis upon completion of the investigation process; Drafting and completion of authoritative investigative reports including incorporation of witness statements, evidentiary references, witness and evidence credibility assessments, investigation analysis and finding conclusions; Consultation with DSHS staff as needed
