Specifications include, but are not limited to: 1. Review and propose updates to the objectives stated in the 2021 evaluation of the 2006 plan. 2. Assess the current parking and mobility options within Downtown Vancouver1 a. Inventory and analyze the City’s existing supply of on-street parking including location, potential number of parking spaces, time stays, and peak usage. b. Survey and analyze current off-street parking supply including all public or private off-street parking lots, including existing lot locations, ownership of those lots, number of parking spaces, time stay limitations and, if possible, rates of utilization. c. Update and evaluate current parking system in paid and non-paid parking areas including a fiscal impact analysis (i.e., timelines on parking; meter versus ticket; ticket validation by downtown merchants; merchant loading zone permitted spaces, etc.). d. Evaluate existing on and off-street parking infrastructure, include meters, pay station, access control systems, and related equipment, and provide a detailed analysis of effectiveness, efficiency, operations, and maintenance costs, including: i. Location and type of infrastructure ii. Capacity of existing infrastructure, considering: 1. New development, zoning and development standards, and related traffic/parking considerations 2. Utilization rate and demand levels 3. Current access/control iii. Evaluate parking information systems, wayfinding signage and marketing efforts iv. Analysis of current enforcement systems, practices, and fees
