Specifications include, but are not limited to: DSHS ALTSA is seeking proposals from qualified actuarial organizations to perform the federally required actuary activities in 42 CFR 438.6, associated with setting actuarily sound rates. The selected organization will prepare the full risk rates for each PACE organization, participate in and provide expert knowledge during rate negotiations, prepare the rates letter, necessary documentation and provides the analysis to Center for Medicare and Medicaid Services (CMS) questions required for PACE rate setting and rate changes. DSHS ALTSA, in collaboration with the WA State Health Care Authority(HCA), must obtain CMS approval for its capitiated rates so a strong understanding of CMS PACE rates guidelines is required. Bidder shall identify the key personnel it shall utilize in performing this Contract, and their experience and qualifications, as part of its Response. If awarded a Contract, Bidder shall not make changes to such Key Personnel during the term of the Contract except as requested or approved by DSHS.
