2.1 PURPOSE The purpose of this solicitation is to establish a contract with a qualified consultant to assist the County with all preparations and submission of the PRC application, solicitation and award of a design-build contract, and assistance with construction management. 2.2 BACKGROUND INFORMATION Thurston County Public Works owns and operates the only solid waste disposal facilities in Thurston County, serving commercial and residential customers. Thurston County is rapidly developing, and upgrades to the WARC facility are needed to serve additional customers and account for projected population growth over the next 20 years. In 2024, a Basis of Design (BOD) was completed that identified preferred upgrades including a second transfer station, an operations center, and additional scales while retaining a majority of the existing infrastructure for commercial use. The County intendsto move forward with a design-build delivery method for the construction of the proposed upgrades so the project can be delivered efficiently and in a timely manner. 2.3 STATEMENT OF WORK The anticipated tasks and deliverables associated with this project include but are not limited to: Phase 1: Owner’s Advisory Services Task A – Planning and project set up Task B – Washington State PRC Application submittal Task C – Design-Build (DB) procurement Task D – Design Phase services Phase 2: Construction Management & Inspection Services Task E – Construction Phase services Task F – Additional tasks that are consistent with the intent of this RFQ
