1. Renewable Diesel Strategy Development and Implementation Assist with development and implementation of the NWSA’s RD strategy, including, but not limited to the following. • RD landscape assessment summarizing the major producers, retailers, users, pricing, and distribution of renewable diesel in Washington. • Inventory of regional fuel storage and distribution infrastructure in Western Washington, Northwestern Oregon, and Southwestern British Colombia. • Overview of fuel offtake agreement structures. • Development of RD strategy including actionable recommendations for the NWSA to encourage and accelerate the uptake of renewable diesel in port related applications. • Support implementation of the RD strategy. Separate task order(s) will be negotiated and issued based on the recommendations of the RD strategy. 2. Technical and strategic support for the NWSA’s Alternative Marine Fuels Program. Provide technical and strategic support for the NWSA’s Green Corridor projects, as well as the broader program to evaluate and encourage expansion of alternative marine fuel availability in the Puget Sound Region. This may include but is not limited to the following. • Assist with, or lead, data collection efforts. • Assist with, or lead stakeholder interviews. • Assess infrastructure requirements for storage and/or bunkering of alternative marine fuels. • Assess business case for deployment of storage and bunkering infrastructure, including site specific case studies. • Assess safety and/or regulatory considerations associated with storage and/or bunkering of alternative marine fuels. • Assess potential fuel supply pathways for bringing alternative marine fuels to the ports. • Provide other strategic and/or technical support related to the NWSA’s Green Corridor projects and/or alternative marine fuel efforts.
