The selected consultant will be responsible for: A. Peer Review of Critical Area Reports • Reviewing technical studies including habitat management plans, wetland delineations, stream studies, mitigation plans, and monitoring of mitigation plans. • Ensuring scientific rigor, consistency with MVMC 15.40, and alignment with best available science. B. Monitoring & Maintenance of Restoration Sites • Performing field assessments to track ecological health and restoration progress. • Identifying and directing maintenance needs (e.g., invasive species removal, replanting). • Preparing annual monitoring reports for City use and regulatory compliance. C. Floodplain Management & Door 2 Compliance • Supporting implementation of the City’s ‘Door 2’ approach to floodplain management. • Evaluating development proposals in the Special Flood Hazard Area (SFHA) to determine consistency with NMFS BiOp performance standards. • Assisting with documentation and procedures to ensure NFIP participation remains in good standing. • Advising on habitat restoration or mitigation actions required to offset floodplain development impacts.
