Receiving Waters Assessment Review the current City Receiving Waters Assessment using available data; characterize parameters such as land use and cover, road density, zoning, population, and habitat that can help explain and predict receiving water conditions; describe development pressure and other sources or activities that may impair the receiving waters; and identify any overburdened communities in the drainage basin. Assess the storm drainage system's influence on and contributions to the receiving waters. Prepare an Assessment of Relative Conditions and Contributions and develop a candidate list to use in the receiving water prioritization process. Meet with the City's Interdisciplinary Team at least twice to review interim results findings. By January 30, 2026, prepare the watershed inventory as a table with each receiving water name, its total watershed area, the percent of the total watershed area that is in Auburn, and the findings of the stormwater management influence assessment for each basin. Provide a quantitative ranking of the watersheds to be used by the City to prepare a short list of watersheds to evaluate through the prioritization process below. Meet with the City's Interdisciplinary Team to review the table and ranking. Revise as appropriate and provide the final product to the City before March 31, 2026. Receiving Water Prioritization Using the receiving waters assessment, input from City staff, and other regional planning efforts, develop and implement a prioritization method and process to determine which receiving waters will receive the most benefit from implementation of stormwater facility retrofits, tailored implementation of SWMP actions, and other land/development management actions (different than the existing new and redevelopment requirements). The retrofits and actions shall be designed to: 1) conserve, protect, or restore receiving waters through stormwater and land management strategies that act as water quality management tools, 2) reduce pollutant loading, and 3) address hydrologic impacts from existing development as well as planned for and expected future buildout conditions. Priority is to be given to high quality receiving waters that are or will be under pressure of development. Consultant shall develop a plan and lead the effort to solicit input from City staff, natural resource agencies, Auburn citizens, and tribes and involve the public early in the prioritization process. By June 1, 2026, document the prioritized and ranked list of receiving waters, and conduct a workshop with the City's interdisciplinary team to select the priority catchment or sub-basin where stormwater investments will be made for the SMAP. Prepare a summary of the prioritization process and the selected catchment or sub-basin for the City by June 30, 2026. Stormwater Management Action Plan (SMAP) Develop a SMAP for either a new high priority catchment or prepare additional actions for an existing SMAP that identifies the following: a) A description of the stormwater facility retrofits needed for the area, including the BMP types and preferred locations. b) Land management/development strategies and/or actions identified for water quality management. c) Targeted, enhanced, or customized implementation of stormwater management actions related to permit sections within S5, including: • IDDE field screening, • Prioritization of Source Control inspections, • O&M inspections or enhanced maintenance, or • Public Education and Outreach behavior change programs. d) Identified actions shall support other specifically identified stormwater management strategies and actions for the basin overall, or for the catchment area. e) If applicable, identification of changes needed to local long-range plans, to address SMAP priorities. f) A proposed implementation schedule and budget sources for: • Short-term actions (i.e., actions to be accomplished within six years), and • Long-term actions (i.e., actions to be accomplished within seven to 20 years). g) A process and schedule to provide future assessment and feedback to improve the planning process and implementation of procedures or projects. Conduct at least 2 workshops with the City's interdisciplinary team to review interim results. In September and October 2026, prepare and conduct one presentation to the Planning Commission and one to the City Council. Submit the draft SMAP to the City for review no later than November 30, 2026. Following incorporation of City comments, submit the final SMAP to the City before February 27, 2027.
