Specifications include, but are not limited to: The proposal shall fully describe a plan to successfully deliver the following services: Peer Review Evaluation Program – Utilizing the existing Peer Review Evaluation Program as a guide, and in consultation with partners and COMMERCE, the Contractor will develop an updated Peer Review Evaluation Program to guide the evaluation of the performance of multijurisdictional task forces (MJTFs) statewide. Peer Reviews – Coordinate and conduct at least five (5) task force peer reviews annually. Review Team – Coordinate at least three (3) current/prior credentialed law enforcement officers to serve on each Peer Review Team, as well as one COMMERCE Representative. The law enforcement members should include a current task force coordinator or supervisor, and a representative of Washington State Narcotics Investigators Association (WSNIA) and/or Washington Association of Sheriffs and Police Chiefs (WASPC) who is currently working on task force issues or interests. Team members should train other task force coordinators/supervisors in the peer review process, and educate others in best practices and policies which may address their operations. Reports – Produce detailed reports for each peer review, including an overview of the process and details of each finding and recommendations for improvement. Best Practices – Assist the MJTFs with identifying best practices and model policies to address peer review findings and recommendations. Inform the COMMERCE Representative of all findings and recommendations, and task force progress in correcting/address concerns. Follow-Up – Follow up on peer review findings to ensure the issues identified are corrected. Facilitate briefings of Task Force Executive Boards as appropriate to review findings and recommendations.
