1) Systems-Level Technical Assistance and Consultation on the Implementation of OSPI NPA Field Guide • Providing aggregated, anonymized summaries of key technical assistance cases, common issues, and recommendations that emerge each month. • Providing responsive technical assistance to at least five (5) Districts attempting to locate current or new NPAs for students in hospital settings or experiencing crisis. This shall include visits to the in-state areas such as Spokane and Vancouver, and out-of-state locations like Boston, Kansas, and Utah. • Creating a technical assistance toolkit for case-by-case justifications, including templates, sample language, procedural guidance for Districts submitting student-specific justifications (e.g., out-of-district and/or out-of-state placements). • Compiling District feedback on NPA Field Guide and updating sections containing information on case-bycase justifications and toolkit items/templates. • Developing a comparison table and memorandum on how OSPI’s NPA oversight intersects with Washington Department of Health licensure requirements for NPAs and/or related providers. 2) OSPI NPA Policy, Funding, and Documentation Development • Creating a policy brief on students in crisis and in hospital settings highlighting current challenges, policy gaps, and proposed recommendations for serving students in medical/mental health crisis. • Developing a proof-of-concept proposal outlining a model, policy rationale, steps for implementation, and sample tools for extended hospital-based evaluation placements. • Developing policy guidance document analyzing and outlining the use of private insurance, DDA, Apple Health, and Medicaid for NPA services. • Establishing a framework for OSPI to understand Medicaid billing; establishing a working document outlining compliant billing structures and cost comparisons across related services for use with Safety Net procedures. • Revising and/or making recommendations for updated versions of one or more existing OSPI documentation and operating procedures (e.g., NPA Field Guide, Safety Net service costs, Medicaid billing protocols, Section 2 justification procedures). 3) "Authorized Entity" Program Roster Innovation and Expansion • Developing policy recommendations for expanding the NPA Roster to include services to students aged 18+ in-state, including descriptions of service models, residential considerations, and IEP team practices for transition-aged students remaining in-state. • Drafting a memorandum report on Educational Service District (ESD) program expansion with an analysis of ESD programs like MASH and ESD 114, including recommendations for statewide replication or scaling within the NPA Roster. • Identifying how to update and align current NPA Roster to include “authorized entities” with information on ESD programs, Section 2 entities (in-state and out-of-state), state agency and hospital-based programs and services
